How EKSPERTO? all started

The project has been deliberated and approved by the DOST PCIEERD with approved funding as financial support to ensure that the project will undergo its initial planning, development and implementation. The one (1) year project duration analysis, design and development of the project entitled EKSPERTO App: An On-Demand Integrated Service Providing Application for Displaced Workers and Industry Professionals will benefit its target audiences who are displaced workers and skilled professionals as well as requesting parties or individuals needing on-demand services. LGU, DOLE/OWWA, and other work-related agencies will also benefit including those technical education institutes and higher education institutions.

The approved project officially started March 1, 2022 with notification from DOST PCIEERD upon confirmation of the downloaded funding support. Preliminary activities were conducted including but not limited to pre-coordination meetings preparations of procurement documents, and hiring and selection of programmer.

What is EKSPERTO?

  • Rationale

The project is geared at addressing the need of an on-demand service providing application serving as a crowdsourcing app for requested services by the community and as an outsource app for skilled and professional workers to market their portfolio or competencies and expertise. With no localized platform for the access to technical services by service requesting individuals directly from skilled workers and professionals, the project focused on the analysis, design, development, pilot testing, evaluation and sustaining a localized on-demand service providing web and mobile-responsive portal or application accessible to all parties concerned.

The project will utilize a recommender module for service-requesting parties or individual, providing commonly requested services as well as readily available service provider. This project will apply data mining techniques and focused on providing opportunities for displaced workers and professionals from industry sectors, emerging technology, energy and relevant sectors of the society. The project is aimed as providing faster access to localized on-demand services with availability of skilled and certified professionals thru the EKSPERTO bolstering socio-economic development, providing decision-support aid for supply-value chain management especially to develop strategic human resource plans or programs. The project generally benefits the displaced workers and skilled professionals as well as requesting parties or individuals needing on-demand services. Collaborating agencies DOLE and Local Government Units and other work-related agencies will also benefit from the project towards program and policy development for displaced workers and related concern.

  • It's Goal

  • Describe the current profile of the displaced and certified workers, their qualifications, competencies, and relevant experiences.
  • Describe the processes of on-demand service providing application based on needs assessment, customer or industry needs, software quality assurance, and supply-value chain management.
  • Analyzed design and develop a multi-device-responsive web and/or service-on-demand mobile app, EKSPERTO, as a middleware application or service-on-demand platform with the integration of data analytics and recommender system, including software testing and vulnerability assessments.
  • Describe the assessment of the relevance, usability, and effectiveness of the EKSPERTO App (using TAM) for creating job opportunities for displaced workers and industry professionals and provision of paid services among customers or clienteles
  • Formulate a pliicy recommendation statements for engaging skilled workers and/or displaced professionals, and;
  • Provide opportunities for displaced workers and industry professionals to keep track of their performances or experiences to the concerned government agencies providing relevant assistance thereof and reinforced training opportunities.
